If that's all you want, then you could just use serialization to a file. But you're giving up a lot.

And don't forget Spight's Law, aka You Have to Have a Database:

"Any sufficently complicated application that doesn't use a formal database contains an ad-hoc, non-declarative, corruption-prone implementation of half of a database." (After Greenspun's Tenth Rule of Programming.)
