Well it's a large organization, and there is a lot of politics involved. When large organization starts a campain, the last thing to expect is adherence to some principles.
Here is a similar scenario from another large organization. Some group at the edge of obscurity starts marketing their "business intelligence" crap. They make connection to some other forgotten groups, organize a seminar, etc. Yet, 5 years later, almost nobody in the company cares about this campain anymore.
