The answer to this question will depend largely on the usage your forsee from your database. What are the applications? What are the security requirements? Do you require distribution/replication/partitioning? What are your availability requirements (24/7 .99999....?). Also, what are your growth projections?
Given what I can infer from your question, I'd recommend SQL Server. It's a step or two up from Access. It is a lot simpler to install and administer than Oracle. Then again, Oracle's complexity means that there are many more ways in which Oracle can be fine tuned for best performance. It also means that Oracle is a lot more expensive. SQL Server is generally limited to NT servers (someone correct me if I'm wrong on this). Oracle is available on NT, many variaties of Unix, as well as other platforms. Good luck.
