Well, we have a product that can do _easily_ what you describe. We provide a full-text indexing and searching toolkit / library called Onix. It has very
fast indexing times and its search times are one of the fastest in the industry.

The interface is a standard "C" style API. It can run on a wide range of platforms and compilers. (We currently have ports for Solaris, Windows, MaxOSX/OS9, Linux, BeOS, and will have HPUX shortly.)

40 million rows is easy for Onix to handle -- childsplay. Onix will also _easily_ handle the number of hits you seem to be getting even with highly complex queries.
