According to Microsoft.com: "SQL Server 2000 Developer Edition is designed for organizations that want to provide their developers with a stand-alone SQL Server development environment." Enterprise allows unlimited connections, whereas only one client can connect to a Developer version at a time.
A web search at a product's site can often answer these types of questions: http://www.microsoft.com/sql/howtobuy/development.asp
