Data fragmentation into DB ORACLE

Hi all
I have this problem due to excessive slow report production:

1. data fragmentation inside the DB;

  For it someone suggested me to introduce some INDEX for   the critical table into the DB (this to improve performance) or to reduce fragmentation
  executing a DB export and a DB import (this operation would improve the data
  positioning inside the DB,
  reorganizing data for efficient storage and performance).

Are both operations correct? If yes , I have to execute both or is itnecessary only one?
