I don't know what is causing your problem: you should get a list including "Developer/2000 Forms" among other things.

However, in response to "or should I dump designer and use developer", I would say: if all you are doing is building "a form", yes. Using Designer to generate forms can be a very good idea for a development project, but it is non-trivial and requires a lot of setting up and learning the way it works.
