If you mean to use a package, just type "desc YOUR_PACKAGE_NAME" from SQL*Plus, and that will give you the package specs (procedures, parameters, ...). If you mean to construct, take a look at the PL/SQL manual at tahiti.oracle.com (especially the chapter on packages).
