Reporting tool capable of storing data in the database

Hello folks,

might be a little bit OT, but I have no idea where to post my question else.

I am looking for a comprehensive and flexible, programable reporting tool for technical data which uses an off-the-shelf dbms (e.g. oracle) as the databasis and which allows the end-user (!) to create new tables and store data in the db, which seems to be quite rare, AFAIK.

The tool should be Java and Web-based and it would be desirable if the users have the possibility to create their own reports using a GUI or, in the case of more advanced guys, using a proper programming language.

I would appreciate if there is anyone who could give me information.
