This will have no effect because today thousands of Oracle professionals work from Bangalore remotely on T1 lines, all at rates far cheaper than the USA.
If this takes-off DBA salaries in the USDA could drop to all-time lows.
You can get full-time OCP certified DBA in India for $8,000 per year.
