Auditing Question

Hello all,
For instance I would like to find a certain ROWID and see when the
last time it was update and if possible by whom.
I've been given certain developer priv's for my own schema but none of
the sys views or logminer stuff. Is there a way for me to get at this
info???
I'm rather new to Oracle administration but I am wondering if there
are either hidden columns or system tables that are setup to catch
when an update has been made on various rows on certain tables.
