insufficient privilages

when I log the Enterprise Manager Console with the administrator
account.
I can't login the database with SYSDBA/SYSOPER,it gives the
ERROR:insufficieny privilages.But I can login the database with
SYSDBA/SYSOPER when i start the Enterprise Manager Console separatly.
I use ORACLE9iAS.
Who can help me!
