Hi Lakshmi,
When I totally delete Oracle from Windows I usually make there steps:
- Go to control panel and reset for all started Oracle services starting mode from Auto to disable
- restart windows
- delete Oracle directories in file system (usually there are oracle homes and directory in program files).
- start regedit program and clean registry from Oracle keys.
- restart windows
