This is a late response, but better late than never :-) Virtuoso from OpenLink Software will enable you to make one ODBC (ditto JDBC, OLE DB, and ADO.NET) connection to multiple Oracle Databases. It can also go further if need be, and provide the same single connection to multiple databases from different database vendors. Thus, enabling one ODBC Query to simultaneously hit several databases.
