agent configuration assistant fails to install

I'm installing Oracle9i enterprise edition on windows2000. The agent configuration assistant fails when installing. The details are:
Parameter "orahome" = d:\oracle\oracle9i Parameter "nodeinfo" = NO_VALUE
Agent Service Failed
