I usually run a script like the following one to remove Oracle:

Then if it is a Windows system, I also remove registry entries manually - expecially if I want to start over completely and don't have any existing Oracle software which I want to keep.

It seems like the Oracle installer might be failing because the Oracle inventory files may be indicating to the installer that everything has already been installed. I have seen this happen when I do silent installs with the installer.
