Three concurrent users is not a lot ... you can use Access for this, but there are other issues with Access, such as security -- or the lack of it -- and data corruption, as well as limitations on file size which might make you want to look elsewhere to more scalable solutions.
It all depends on several factors:
(a) what kind of data you have; (b) how much data you have; (c) how often the data changes; (d) network situation (Access is not good over a WAN); (e) security issues; (f) data sensitivity to corruption; (g) availability of database (you can't feasibly run Access on a 24/7schedule).
I'm sure there are more...
