question about oracle 9i

hi guys,
i just downloaded the oracle 9i on my windows 2000. For some
reason if I enter svrmgrl on the command prompt, it says tat the file
is not found. Please tell me wat environment variables need to be set
before i can start using it. Also if someone knows the website about
how to set the variables it will be great.
