If you're looking for the web, Dreamweaver with UltraDev4 are nice options for creating JSPs, and they are moderately priced. Ultradev4 builds JSP's which run on Tomcat and most other web app servers. Performance is good, especially when the heavy lifting is done by the db triggers.
