Problems Using RMAN

I am using Oracle8i Personal edition on Win 98. After connect to target database and starting RMAN, I tried to connect to target database on RMAN as
RMAN>connect target
I get the following error:
Error from target database: ORA 01031 : insufficient privileges

or as
RMAN>connect target sys/change_on_install_at_<oracle_sid> I get the following error:
Error from target database: ORA 12541 : TNS : No listener

Even with these eroors I am trying to connect to catalog database RCDB as
RMAN>connect catalog rman/rman_at_rcdb
and I get the following error:
Error from target database: ORA 12541 : TNS : No listener

Can somebody help me where I am wrong.

Does it has to do anything with Oracle8i persoanl edition or win98. One more thing is Oracle Enterprise Manager part of Enterprise Edition and not of Personal edition
