SQLPLUS has always been shaky when it comes to this stuff. You are better off using the command line svrmgrl tool. Open a DOS window and type svrmgrl to start the tool. Once you are at the svrmgr> prompt type CONNECT INTERNAL and press enter. You are now in as sysdba. You can do all your startup/shutdown stuff from here. It works much better.
