Oracle's distribution politics

Can somebody explain to me the Oracle's software distribution politics?
One can download everything from Oracle's web-site, from the minor tool
up to the Oracle Enterprise Server (probably the main Oracle's product),
everything can be installed without any product key, serial number or
anything else and everything works.
