Hi! A couple of starter suggestions from a non-expert...
To begin with, verify that a listener is, in fact, running on the server you're trying to get at. Stop and restart it just in case.
Can you get to the desired database from any other client machines? If it's equally inaccessible from all clients, then it's probably a server problem. Look over your listener.ora.
If you can get to it from a different client machine, try copying that client's tnsnames.ora and sqlnet.ora to the offending client.
Check for multiple copies of tnsnames.ora or sqlnet.ora in various Oracle homes and directories. If you're in Windows, make sure it's not hiding extensions from you, or you might have an invisible tnsnames.ora.txt.
