Hi.
  Look to the JOB_QUEUE_PROCESSES and JOB_QUEUE_INTERVAL parameters from your init.ora config file( you can also find them described in Oracle Reference in documentation ). You have to set JOB_QUEUE_PROCESSES to a value of 1 or higher to get your snapshot refreshed.
