Create Tables in OCI ??

Is it possible to create tables through C Programs using OCI ??? I went through the OCI API's but could not locate a call for Table Creation. Is creation of table through OCI NOT allowed ??

If there's a way to create a Table through OCI, could you please forward me a link describing how to do so ?
