Snapshot groups problem(ORA-23313)

I'm trying to setup a snapshot replication environment and I'm facing a problem when creating snapshot groups.
Till now, I've succefully completed, master site setup(replication users,master groups, snapshot log). Also at snapshot site I've created snapshot users, database links, refresh groups and snapshot with no problem at all, but when I procceeded in creating snapshot groups I'm received error ORA-23313 saying that the master group is not mastered at master site!
I ought to mention that I work on WinNT4, the database is Oracle8i Standard Edition version 8.1.7.0.0 and I'm using replication manager for the replication setup!
I would appriciate any help
