Win 2000 Client install

I'm trying to install the Oracle client 8.1.6 on a windows 2000 machine and the oracle setup applet just dies. It doesn't even begin the install. If I have the task manager window open I can watch the jrew.exe from task manager start, but it dies within 1-2 seconds. I'm also logged in as a admin. Any ideas?
