Error executing - DBCA/EMCA of Oracle9i on SuSE v7.2

When I try to start DBCA or EMCA, I get the following error message, any clue that might help. Also I think I have the right JRE and JDK
(downloaded from blackdown.org) and did everything by the Book.
Please HELP!
