Very slow response to ALL queries

Sun e5500 Solaris 2.8
We have increasingly frequent periods of time where all queries against the database including queries such as
"select 9843292 from dual"
respond very slowly.
We have been recycling the database to eliviate this problem. It consistantly returns after approximately 3/4 of a day uptime.
What kind of init.ora settings could be modified to fix this.
