There really is no comparison between Oracle and Access. A more appropriate comparison might be MS SQL Server and Oracle.

Access is generally used for small databases (those with little amounts of data and few users). Oracle is for larger databases and many users. Access requires very little administration, while Oracle requires at least one DBA familiar with all of the inner-workings of the database. You can rollback uncommitted changes, perform backup and recovery operations, maintain multi-level security access, etc. There is very limited capabilities with Access when it comes to larger databases. Access 97 has a 1GB limit. Oracle is only limited to the amount of disk space you have.
