Error installing Personal Oracle 8.1.7 on Windows 2000 SP1

I have a new Dell Dimension PC with Windows2000 SP1 on it. I downloaded the Personal Oracle 8.1.7 installation from the Oracle site. When I double click on the setup.exe icon, I get the hourglass pointer for a second or two and then nothing happens. The mouse cursor changes back to normal, and nothing is installed.

If I am quick, I can see setup.exe in the processes list of the Task Manager for a very short time.

I get no error dialogs, nothing posted to the event log.

Please help me!!!!
