Designer 6i and Oracle 8i

I had Oracle 8.1.6 Personal Edition installed in my computer; when I tried to install Designer 6i version 2 to my computer I got error message saying the home directory ORANT is being occupied. Then I learnt from the documentation that Designer needs to be installed prior to Oracle 8i, so I uninstalled it.
My problem is, after uninstallation is done, my computer still load up "oracle.exe" everytime it's restarted, and I still get the same error message when trying to install Designer. Is there ways to COMPLETELY remove the program?
