Ooops, just noticed that you will have to include outer joins as the one table doesn't have all the records. Thus ...

SELECT stock_in.item_id, stock_in.qty - stock_out.qty   FROM stock_in, stock_out
  WHERE stock_in.item_id = stock_out.item_id (+);

(Again, I think)
