As this mentions, make sure that the MSDTC service is running. Go to Services>MSDTC and make sure it is set to start 'Automatic'. Also verify that the 'System' package is owned by someone who has a know password, i.e. the Administrator or a low privledged specific account. Verify this by using the MMC>Microsoft Transaction Server>Computers>My Computer>Packages Installed
