I have the same enviroment. But my choice is using Oracle OLE in ASP under IIS.
I think since the Oracle Guy are able to run the test program. And you can not connect to oracle in Access97. Chances are the ODBC for your access program has not been set up correctly.

You aslo can use VB to check where is the problem. Add a data control in your vb program, set the data source to your ODBC dns, and try to select the table, check whether the column names will be prompt up for you to select
