Where to find libocic.a and libora.a

Developers on my project need 2 libraries -- libocic.a and libora.a -- before they can compile. We are using OCI in our architecture. I have been unable to find these. Are they installed with Programmer 2000? Oracle Developer 2000? A part of the standard install? We're using a "quick start" server, so we didn't handle the Oracle installation. Is it possible that we don't have all the necessary components installed?
