How to implement a Resource limit for all users but not for 1 specific application

We are running Oracle 7.3.4 on AIX 4.2.
We access the database via a number of distinct applications and have adhoc access via MS Access.
We would like to restrict the users CPU resource limit for all access except for 1 application.
We can assign everyone a profile which has a resource limit on CPU, that however would affect access to all applications. We could setup two profiles one with the CPU resource limit and one without. The default for all users would be the one with the limit. Within the 1 application, when they log onto Oracle, we could change to use the profile without the CPU resource limit with the "alter user profilexxxx" statement, however that would require each user to have authority to the alter user command.

Any other suggestions for overcoming this problem without having to grant special access privileges?
