Help! where's Pro*C/C++??

I'm just getting familiar with Personal Oracle 8, and it looks like
there's no C pre-compiler bundled in it. I was plodding along reading
all the Application Development documentation on the CD, went to try
stuff out and it's not there.
My understanding was that I'd be able to develop C applications that I
could port to our corporate Oracle servers with no changes, but is
that only possible via the OCI API?? Is Pro*C/C++ only available as
part of Oracle Programmer or can I get just that piece?
Can you tell I'm very confused/disillusioned about OPE8 right now...
