Have you thought of using Linux as your os and run Sybase ASE for Linux ( wich is free, I think ).
I have good expressions with ASE on Linux. See www.suse.com for information on this. Oracle is also available for Linux.

Ether SqlServer and Oracle seem to be a usable DB for your project.
