Query - Oracle Newbie

Hi.

My company is evaluating an application package which runs on Oracle, and we anticipate also that we will need to develop adhoc reports and queries
etc.

We have been asked to purchase Oracle database licenses ( 7.3.4 AIX), and are a bit confused about runtime and development licenses. Any information provided will be greatly appreciated.Needless to say, Im posting this here due to the confusion created by relevant sales staff of application and database vendors! Kindly excuse the obviousness of the queries, Need help!

  1. Is there a distinction between runtime and development licenses in terms of capability?
  2. For creating adhoc queries etc, do we require development license or can use runtime license ?
  3. The additional development envisaged is limited in scope , basically reports and monitoring queries. Do we require to buy SQL plus separately, or is it normally bundled?

    Can the platform for SQL Plus be differenty from that of the Database server

     ( eg:- Windows NT for the client, server being on AIX)

4.Is it recommended to buy Oracle Developer tool, for usage described above,

   will it be beneficial in the long run?
