Version Control - both forms & server side code

I am hoping other sites out there somewhere have a problem similiar to ours, and have found a good solution.

We run 3 identical databases, all with masses of server-side code, for 3 different companies in the group. We also have a network directory full of forms centrally accessed by everyone.

The problem is that each company is requesting changes that the others do not want, so our code is gradually separating. Some server-side procedures are unique to that DB, others are universal to all 3, and likewise with the forms.

My question: is there a version control package available which will take this into account? It should allow you not only to check in/out code for development, but will ensure that code that was registered in some way as being unique to particular DB cannot be applied to another DB. In fact, are there any packages at all which can cope with both server-side code and forms version control?
