ODBC Error

I am trying to connect to a ORACLE useing PERL. I keep getting the error:
Error connecting to DSN=tacc;UID=iftw;PWD=iftw; Error: [12641] [] "[Oracle][ODBC Oracle Driver][Oracle OCI]ORA-12641: TNS:authentication service failed to initialize."

I can connect fine from Sql Plus!
