The only significant solution is Perl and OraPerl. Look in the Oracle site for references where it can be downloaded from. It does not require ProC.

The ProC compiler is a pre-processer specific to Oracle. There is no alternative equivalent to connect directly to the Oracle.

One could use ODBC -- the drivers are available for evaluation from Oracle.

ODBC is not robust as ProC, but it can do a reasonable amount of work.
