You might want to take a look at a package called Cold Fusion, which allows you to access ODBC databases with standard SQL. It's available for Win95/NT. We've been running it on 95 with no problems whatsoever.

It is extremely easy to use and learn (assuming you have some knowledge of HTML and SQL).
