Help Please. Problem with the Oracle Unleashed disk

Hi. I'm having a problem with the cd-rom disk that came with the Oracle Unleashed! book. I'm trying to access the local database (came with the disk) via Oracle Developer 2000 (also came with the disk) but when I attempt to create a form (after opening developer/2000 ver 4.5, and opening the layout editor, and selecting tools...new block) I get a screen prompting for userid and password and connect string. When I put my password and userid in and click okay i get an error message that says:
error ORA 12203 TNS: unable to connect to destination.
If anyone else out there has worked with the book and had a similar problem and has found a solution please please please let me know what it is. Thanks.
BTW I'm running Windows 95 Received on Fri Apr 04 1997 - 00:00:00 CEST
