Oracle Web server: setup

We've just cranked up OWS for the first time, and I ran into a problem making the second (non-Admin) listener. Seems to be access rights to the OWS.cfg and .log files. Could someone describe a recommended user/group/Oracle-user setup to handle several listeners? This is on HP-UX.
