Actually, I spoke to Oracle support about this exact error message yesterday (12/2). Here's what they told me:
- Make sure that the Oracle Bin directory is in your path on the client machine
- Make sure that your client machine has a TCP/IP connection to the server. Apparently SQL*Plus can get around this and connect anyway, but ODBC applications cannot.
- If you are running a local connection (non-TCP/IP), then the ODBC SQL*Net connect string needs to be 2:orcl (instead of t:xxx:zzz)
Hope this helps. In my situation, answer 3) was the one.
