You're right, there is no drop database command! The Oracle7 Server Administrator's Guide Release 7.2 says:

To drop a database remove its datafiles,redo log files, and all other associated files(control files,parameter files,archived log files). To view the names of the files query the dictionary views V$DBFILE and V$LOGFILE. That is what I'm usually doing myself. You could of cource write a program/script that query the views and deletes the files for you.
