Sim,

To recover from a lost control file as you have described, copy one of the remaining valid control files over the “bad” control file and start the database. A corrupt control file should not require a database rebuild ( Personal oracle excluded )

If you have had this problem three (3) times before I suggest you should investigate why you are loosing control files.

PS try not to believe the first thing Oracle support tell you.
