Error trying to activate session SQL tracing

In my Pro-C program, I have the statement:
EXEC SQL ALTER SESSION SET SQL_TRACE = TRUE;
At runtime this results in
ORA-01031: insufficient privileges
What do I need to do to allow this statement to succeed?
